There seems to be some issue with using ILBC with this rpm release. Ah found it, not sure how to fix it in the RPM just yet, if I find some time later today I'll have a poke. But in /usr/lib/asterisk/modules/ the ILBC codec is missing (codec_ilbc.so), format_ilbc.so however is there so either a packaging issue or more likely a compile issue.
