Prefer `setq-local' in tex.el
* tex.el (TeX-bibtex-set-BibTeX-dialect, TeX-mode)
(TeX-run-command, TeX-run-interactive, TeX-output-mode): Prefer
`setq-local' over `set' and `make-local-variable' combination.
