I don't like this solution because it would add a lot of code only for
XEmacs and only because XEmacs ships a prehistoric version of
outline.el.  The code would have to be maintained and taken care of
once XEmacs catches up with Emacs.  This will be much less of a
problem if we don't introduce it in the first place.
