I added support for separation of comment from non-comment content in
Plain TeX mode to my todo file, which is growing by the minute, so don't
hold your breath.

Regarding the activation of LaTeX mode you could use file variables
which AUCTeX adds automatically to new files if you have `TeX-master'
set to nil.
