If it does, it would mean that `load-path' is wrong somehow although that should be set up by auctex-autoloads.el before that requires tex-site. Well, and given that it works with the Emacs distributed by Debian, I can only think of some incompatibility. There have been major changes with respect to cl structs which are used by package.el, so I suggest you reinstall the auctex ELPA package. Version 11.87.7 is extremely outdated anyway.
