It's definitely not new, it's been in AUCTeX for a very long time and is, IIRC, controlled by the user options `LaTeX-babel-hyphen` and `LaTeX-babel-hyphen-after-hyphen`. See: (info "(auctex) European") for some more information. Why this functionality is suddenly being activated in your case, I don't know.
