If you would like to submit a Chinese Simplified translation to Inno, please see: http://www.jrsoftware.org/files/istrans/send.php . Paul Livesey maintains the Mac installer of Audacity but as far as I know there is no mechanism to translate it other than any mechanism that Apple provides. Are you saying you want the included Install.txt to be translatable?
