Do you mean update audacity.pot for new strings? If so, translators may
do that themselves if they have a suitable shell (which you do out-of-the-box
on Linux or Mac):

The translation chosen in the Windows installer does not affect the 
language Audacity runs in, and the installer translations are the
responsibility of Inno. 

There are no Chinese translations of Inno yet:

If you would like to submit a Chinese Simplified translation to Inno,

Paul Livesey maintains the Mac installer of Audacity but as far as I
know there is no mechanism to translate it other than any mechanism
that Apple provides. 

Are you saying you want the included Install.txt to be translatable?
All being well, the installer should have a new background graphic
soon that makes it easy to understand how to install Audacity.

I am not sure what you mean but no Chinese Simplified update was 
submitted for 2.0.5 release in October 2013:
