I don't know if it's the fix we want, but if you * set the Audacity language in Interface Preferences on "System" * in the "Languages" folder where Audacity is installed, rename the "pt" folder to "Pt_PT" you should get Brazilian Portuguese in Audacity when Windows Region Format is set to Portuguese (Brazil), and Portuguese when Windows Region Format is set to Portuguese (Portugal).
