"Built-in Effect" seems to not be translatable.
On https://github.com/audacity/audacity/blob/master/src/effects/Effect.h#L47 it says "Built-in Effect: ".
It seems you can't see that string normally in Audacity but if you give a few effects the same name a sub menu is created and "Built-in Effect: " is prepended at the beginning:
