The most valuable part of the manual to translate is the FAQ

I think it is a huge amount of work to translate the manual. Trying to
translate the whole manual is I think too much. So it is a question of
choosing which bits of the manual you/we think make the most difference
to users.
Really our focus on this translation e-mail list is on the .pot file for
the Audacity user interface. It makes a huge difference to our foreign
language users to have the interface of Audacity in their language.
Translating the FAQ from the manual is useful, because when we get
foreign language questions that are in the FAQ we can point those users
to it. It all helps, but is less important than the .pot file.

When you are logged in as an editor to the manual, you will also see
'ednotes' and '<div class="editornote">' which are just for editors.
You do not translate these.
