These are the mandatory strings in a .po file:

#: reference…
msgid untranslated-string
msgstr translated-string

The msgid is always in the source language of the software itself. If the 
"msgstr" (translation) is empty, Audacity switches back to the "msgid" 
(untranslated English source string).

If you wanted to have a fallback language, that would mean that when the 
"msgstr" (translation) is empty, Audacity would have to switch to the "msgstr" 
(translation) of another translation file, in this case French.

What could be a simpler solution is just translating Breton to e.g. 50 % and 
before submitting it to the mailing list, to merge it with the latest French 
translations (keeping the 50 % translated file for later use when translating).
The next update could be translating to 60 %, and again merging with the latest 
French translations before submitting.

This doesn't require any changes on the Audacity developer side, and the 
translation status on Transifex would show correctly 50 or 60 %. The desired 
result would be achieved.

And... this could be done with any combination of languages 🙂

Hi, even If I'm personally in favor of Brittany autonomy, I think it's
not the point and fully agree with Olivier(as a french, he's
understanding the point accurately!)

I think it's wouldn't limited to Breton!!!
