I would recommend, instead of using the Sapi version, get NVDA and Instant Translate and just use the normal version. That way, not only do you not need to know japanese, but you don't have to worry about finding a japanese TTS engine. Also, if you don't know any japanese, having a japanese Sapi engine will not help you at all.
And no, unfortunately, none of this game has been translated into english. Your only option for translating it is to use what I mensioned above.
