You install Sapi voices by downloading the executable file for a given voice and running it. You cannot switch voices in Swamp, though, so changing from an English to a Spanish voice would be tedious - you would need to open the Windows Control Panel and do it from there. You could set Swamp to use a screen reader for one language, set your default Sapi voice to the other, and switch that way, but that's the only thing I can think of.

A truck horn would only work if the person stayed in the truck. Often "truck sitters" acutally hide somewhere else such as the office or a venting tower.

The Swamp Readme file I wrote includes puzzle information. Once it makes it into the game, probably in the next release (I hope), that information will be available. In the meantime, puzzles are only found on Multi3, and then only rarely. Each one is solved differently, and the steps for both escape me at the moment. In general, though, you have to donate them ad certain s afe zones, then visit certain places on different maps to gain items which you then donate at certain places, and so on until you get the reward at the end. Also, puzzles normally do not stay around if you log out, so if you find a puzzle and want to solve it, you must do so before you close the game. Likewise, you cannot exit in the middle of a puzzle, or the item you gained most recently which must be donated somewhere will be erased from your inventory.
