I have never heard about this before, and I can't get the same issue to happen on my iPhone 5. That might be something which only happens on the 5S.
Try the following:
Press the power button five times quickly to restart Voiceover and see if that fixes the issue. If not then:
2: Hold down the power button and home button for 10 seconds, and the phone will restart, which can fix the most weirdest issues. Please let us know what you figure out.
