The voice there is practically asking all programmes (In other words, viruses and such), to kill you. They, and you, have 30 seconds to kill each other. If you succeed in killing all the viruses in 30 seconds while not being killed yourself, you will win the system32. Just jump as far as you can away from the spikes once the viruses are all killed. You will probably need to try several times for this to work. If, on the other hand, you fail to kill everything in 30 seconds and get past all the spikes there (those ticking sounds), you will be "captured" and killed, making you lose a life. Hope that helps.
Oh and, those spikes are fatal, so don't jump onto them! There's a difference between the sounds of a platform and a spike. If you jump onto a platform (which to my knowledge are usually only in corrupt sectors), then good for you. If you jump onto a spike...well...Think what happens. Good luck.
