Almost all of those sounds from RTR and Swamp are probably also unlicensed when you consider exactly how much the libraries they come from cost, even if you buy single disks which isn't even always possible, it's still easily over a thousand dollars.
Even the very act of failing to encrypt, E.G. properly protect the sounds that you used in your project, no matter how much they have been modified from the original, is against the license in nearly all cases.
The thing is, no one cares because these games are free, or at least very cheap, and it's highly unlikely that the case would ever be scene in court, and even if it was, most of the time there would be no money to sue for because no money was made. The most that would happen is that you would be made to remove the media from your computer and possibly have your internet traffic reviewed for a while, accept that it would be hard to prove you even downloaded the media illegally in the first place wi
th out a court order to your ISP, which may not have even been watching at the time or was unable to see what you were doing because you used a VPN, which is perfectly lawful.
All these people asking weather 1 game's sounds were stolen from another game, usually Swamp, if the game wasn't a large commercial venture that could almost certainly afford the licenses, may as well be talking to a brick wall for all it will do, and yet it happens every single time.
