@kianoosh shakeri, there's two ways of killing the bear without cheating. You either get enough attack so you can kill him with the short sword, or you use the plate launcher on him.
Regarding overpowered weapons... I do agree that some weapons shouldn't be usable on the bosses until you complete the game for the first time. By this I mean weapons like the water master, simply look at liam's bk3 playthroughs to know why i said that. If you have a weapon like the water master all you need to do is set it to explosive water going both forwards and backwards, set the speed and range to max, and you beating the game is basically assured from that point on.
