Well, Chirp is not accessible at all on the PC or Mac Side, but BaoFeng has a "VIP" section on their site with windows programming software that seems to be quite useable with Jaws / NVDA. The truly tough part of the process is finding a programming cable that will work with the UV series radios. The tech is so old that you need what is effectively a modified USB to DB9 cable / converter, and the trick is finding one without a cloned prolithic 2303 chip. Or even better, an FTDI chip, though the XLT painless is the only cable I've seen rocking FTDI.
