Probably not, to create a talking installer Microsoft would have to include a whole suite of audio drivers in the bootable installer. That's a problem when you have no way of knowing what audio hardware is going to be available.
That's the advantage Apple has that makes their talking installer possible. Because they are the sole source for Macintosh hardware, they know what audio hardware will be present, so they only need their own audio drivers.
If Macs were like PCs, I very much doubt Apple would have a talking installer either.
This is beyond ridiculous. I'm a Windows 10 user myself, but it disgusts me that Microsoft is disguising this upgrade offer as something noble and helpful, all for the benefit of the disabled. of course, it's just a sneaky way of getting more customers to upgrade. Frankly, it's bullshit.
It doesn't look any worse th an Microsoft's previous attempts to convince people to upgrade to Windows 10. The main difference is that you now have to go to them instead of having it delivered to your system task bar. It's certainly not anything to get your tail tied up in knots over.
