In fact you can make it easy by typing the following path into the run dialog or by making a shortcut to it.
The path is:
c:\windows\syswow64\speech\speechux\sapi.cpl
If you have X64 system, the speech properties in control panel will show you only those voices that are 64-bit. For showing both X86 and X64 voices, you have to use the path above.
