the +1 means someone has given you a thumbs up on that post and you've got some user karmer from it, likewise if you like someone's post and want to give them some user karmer use the thumbs up link below their post. User Karma is like public reputation and is a way of showing your appreciation when you've found someone particularly helpful, or funny or whatever, though shouldn't be taken too seriously (there's no real advantage in having more Karma other than people seeing you've got it).
