However for now I tihnk you still have to set the console to the us to use Narrator.
To start narrator, first make sure your controller is on. Then, hold down the home (xbox) button until it vibrates. Keep the button held for a little bit longer though. THen, let go of the button. Now you should be in a menu where you can go up once. This is a good thing. From here all you actually have to do is press the start button. Wait half a second to a second and Narrator should say, "starting narrator" and a few seconds later try moving around with the d-pad, narrator should start talking.
