One thing to note.
For the installer side, if you use innosetup, and as long as you have things selected to use all languages then it will work.
You have to code the entire script, but the basic wizzard can create a basic install with the required stuff for a basic installer via menus and the new wizzard.
With this done you can code in extras.
The only thing extra you need is the quickstart pack which includes extra creation tools, encription and the preprocess module which streamlines commands for various things.
The framework anyone can make over that you can add extras.
There are thirdparty programs and extra modules to add in if you want most free the installer is opensource.
One thing not mentioned is istool but this while not fully accessible does have a few extras you can doodle with via menus.
