For me it wokrs on windows 10, you need to install net framework 1.1 and net framework 2.0 and visual c++ 2005, but this game can not be activated so if you have a key you can use this as a trial.
It is inpossible to purchase this game, so I think that this game has been abandoned, because I have tried to contact with che martin, but no replies from him.
