Have you considered mate? It's a fork of gnome. Also, what distro are you running? If you have a backup without the desktop, you may want to give Mate a try. Note that I'm assuming you have speakup installed already, because we'll be in terminal. I'm also assuming you have apt as your package manager, so if your distro has a different one, then make the instructions apply to your package manager. If running headless via ssh, the process is the same.
sudo apt-get install mate-core mate-desktop-environment -yqq
sudo apt-get install lightdm
sudo apt-get install gnome-orca
The first installation of the mate core environment will take a while, so you might wanna grab something to eat or what have you while you let it do its thing. With that said, I recommend using the -yqq switch because that basically silences the process and skips the confirmation dialogues.
Once Mate's installed, its time to switch orca on.
dbus-launch gsettings
set org.mate.interface accessibility true
dbus-launch gsettings set org.gnome.desktop.a11y.applications screen-reader-enabled true
Run those one at a time. You may wanna select by character if copying and pasting, thanks wordrap. Running these again with sudo certainly doesn't hurt. Do it twice, you'll only be insuring that the accessibility is on for root as well. Now restart. You should get speech. As for Mate itself, that comes with no browser nor an email client, but Iceweasel and Icedove are easy to install. When installing the Mate core environment in this way, you're getting exactly what you want, a minimal image with no bloat, leaving it up to you what you do and don't want.
