A 10-point touchscreen means that you can touch it in ten different places *at the same time*. That is, it registers up to 10 unique fingers, not that it only has 10 positions that can be touched.
Don't downgrade to windows 7. That's probably a very, very bad idea for a whole lot of reasons. Also, I don't think that you'll get full touchscreen support from any screen reader. You probably can get the say what you're touching stuff, but you'll probably miss out on all the nice gestures.
