That isn't a switch. It's a warp pad that will take you to the door.

To complete that room, you need to climb down the first ladder all the way, walk all the way back to the left, then turn right and hook up to the platform below the first. Climb down that ladder, walk left again, then hook up again. Keep doing this until eventually you end up at the warp pad.
