What country is better for live? England or USA?

If briefly:
I live in Ukraine. In my country, a bad attitude towards people with disabilities.
In my country, I can not do my favorite thing, etc.
I chose countries for a long time, and decided to choose one of two countries.
America or England.
If there are those who were in these two countries, please tell me about life in these countries.
I watched the ratings, everywhere it is written that the UK is higher than America in terms of democracy, living standards, etc.
I know that in America there are very open people, in England there.
If you cry in the street, then the British will ignore, and the Americans will ask what's the matter.
