There are quite a few,
there is voice (a KNFB type) free OCR reader,
prismo, and so on.
However as you found out, Seeing AI is quite the best out of all of them,even if you are willing to put down $100 for KNFB reader.
Its quite easy to create a US account,though to get at Seeing AI, just google it,and you should be able to find out how.
