Most people seem to greatly overestimate the reliability of volunteers.
I've worked on a lot of modifications for games and are well versed in the culture there. This group consists almost entirely out of online volunteers and maybe one of ten projects ever see the light of day and maybe one in a hundred is actually usable and maybe worthwhile. Internet volunteers are useless if you really want to create something. If you want volunteers that actually do something you need to find them in the real life and have direct access to them in order to force some sense of responsibility on them. Indie games for example only seem to happen if they are either created by a single person, a group of close friends or people that work together in the same room. Money helps too I guess. Every project experiences hardships, obstacles and often enough arguments between people. If you have online volunteers they simply drop out once the going gets tough and you are left with unfinished and often unusable work. It doesn't work that way.
