First thing to try would be a linux or other boot disk to recover any files of value off the disk, if there aren't any then you can try recovering the drive or just reformat it with a clean install. I'm not sure if older versions of windows can recover newer versions, like windows 7 for windows 8. Generally you'd want to use the install disk for that particular version of windows, at least if you want to try repairing that particular OS instead of replacing it. But again, if theres nothing of value left a clean install might just be easier. If the drive is bricked and you can't access it at all though with or without a boot disk, well that gets a lot more complicated.
