That dpeends on what you're trying to compress. if it's audio or video, you need to consider re-encoding instead, as good lossless compression is hard for that. I personally like 7-zip, which has all sorts of options you can tweak. If the files aren't compressing well with zip, it could be the files or just windows build-in compression sucks. Try 7-zip, compress as 7z, and hope.
If you play with tarballs, be aware that those are also for archiving. it's possible to create uncompressed tarballs, etc. So check that if it doesn't seem to work.
