You do need that for QT4 apps. But try setting these two variables in your shell's profile or similar.
QT_ACCESSIBILITY=1;export QT_ACCESSIBILITY
QT_LINUX_ACCESSIBILITY_ALWAYS_ON=1;export QT_LINUX_ACCESSIBILITY_ALWAYS_ON
If everything is installed correctly, that should enable accessibility for QT4 and QT% apps. You will, of course, need to restart your xServer and all that for the changes to take effect, but you also can set them in a running terminal to test.
