1. Type the word features in the Windows vista or later search box, then arrow down til ya find "Turn Windows Features On Or Off," then press enter.
2. Tab until ya come to the Treeview, then type "Tel," which takes you to the "Telnet" item in the list. Press space to check mark it.
3. Tab to "OK," then press enter.
BTW, NVDA works with Telnet quite nicely! Most screen readers do, to varying degrees.
