You actually can, that lightning attack is telegraphed by a quick zap sound before it actually hits. If you just start running, it becomes entirely useless.
This is also where the object info menu becomes very, very useful.
If you want, I can start a fresh playthrough, get to the boss with your stats and record it in goldwave or something just to prove that yes, it is possible without overpowered weapons. Or you could pass me your save for the same result.
