can we end clone conversations?

Several topics have gone off topic, which is perfectly fine. However there is one subject that keeps coming up when people want to go off topic. Code clones and steeling code!

Yes, steeling code happens. But bringing it up in topics is not going to solve anything, because it is one of those topics that doesn't have a silver lining. So, to all the moderators, peacekeepers, and great soles of this website, are there any measures we can take to stop this subject from becoming a secondary topic within the original topic? Can it be asdded to the rules list to not publicize about it on the forum? Because once one person puts their opinion, everyone else wants to put theirs. And that's ok, if not for the fact that it starts a war.

And the really annoying problem with this is, the original subject finnaly gets back on course, and then someone sees those previous posts about it and starts it up again for round 2. Round 2 ends and the discussion continues. And then round 3 happens, etc.
