Correct. The US government (by broad bipartisant agreement) enacted legislation to protect your rights, and told the FCC they had to put themselves at your disposal as a tool for you to use when enforcing your own rights.
So if you encounter an issue with a communucaton service and why to see it resolved the FCC are obliged to help you get it resolved.
So it really doesn't matter at all whether you like the FCC or not, they're simply a tool available for you to use. As you've discovered yourself, and individual contacting a corporation carried way less weight than a government body contacting a corporation.
