I'm having issues browsing the web as well.
Every time I go to scroll up, or if I just want to scroll through a webpage by swiping, it lags like hell or snaps back to the beginning, unless I can touch the object I want, which I can't do.
I noticed that android system webview is disabled for some strange reason, however I can only view it on the playstore, and I can't actually find it in the settings to enable it.
