Eclipse, I'd so do the second option. Well, he can buy only what he'll need - armor, a silencer, a good amount of ammo, and maybe an emergency gun like a Benelli or AR15. Then, dump points into speed and sneak, and run for it. Really, that's all you can do, especially at the lower levels. Sometimes there is a bunch of loot in the sewers, in that big room to the north, but not always.
