Well as I said report the bugs to the developer, I'm only sorry I can't see more of the game myself.
As to Battleships and starbases, well in s5 and s4 the option to atack the starbase should appear in any system under attack, ie, one where you can do combat missions to influence the war. You need a battleship sinse the attack on the starbase is a fleet battle, and it's also a good idea to blow up as much of the enemy as possible otherwise the fleet you will encounter will be massive.
