True about the microphones only working for video at the moment. I'm hoping iOS 13 might change this, supposedly it has some additional API's that let you change how audio and video is captured during recordings. But that's still a week away, so we'll see if third party apps will be able to use them in audio contexts.
Alex was added to iOS way back with iOS 8. The iPhone 5S and iPad Air were the first devices that could use it, at first only in VoiceOver. Later changes made it possible for Alex to be used in any app using Text To Speech like voice dream reader
