A site I've found to be invaluable for things like this is www.isitdownorjust.me. Separated into words, that's "Is it down or just me." That's exactly what this site does. You enter a URL and it does a number of checks on the site from servers around the world to see if it seems to be working properly. If isitdownorjust.me says a site is down, it's almost certainly really down. But if it reports it as working, you can be pretty sure it's something wrong at your end, your ISP, etc.
