@9: The US hasn't been back to the moon since the 70s for lack of motivation. It's a great place to build if you have launch costs low enough to make space profitable, but that only happened in the past decade, so until then, they'd've just been going for more moonrocks. I think the earliest we could reasonably have expected a moonbase, ceterus paribus, is around 2015.
Analogizing the above to explain natural voice inflection (or the lack thereof) is left as an exercise for the reader.
