The keyconfig.ini file exposes every function you can use. All else, the code governing turning included, is internal. You can't assign keys to minute changes for the same reason you can't ask a cake to give you an egg. There's an egg in there, but it's hidden, used internally only. The cake can give you cake, frosting, even a candle, but the egg is not public. I hope my horrible analogy makes some sense!
