For future reference: expect these diplomatic emails when being turned down for a position. Unless it's happy-sounding and full of exclamations (e.g.: congratulations! what you've been waiting for..., etc), it [most likely] means you were not selected to either move forward in the hiring process or were turned down from a particular position. You can usually tell what the email body says just by reading the subject line. In cases where you were selected for a position, the subject line may contain any of the above examples. Occasionally, you might get a generic subject line that conveys neither good or bad news. I received an offer for an internship back in April that contained a subject line simply reading "(name of) scholarship." It led me to believe that I probably didn't get the scholarship/internship, but the first line of the message was "...writing to you with great news..."
Every institution deals with conveying good news differently, but it's commonly expected that if you were not selected for a position, you'd be given a drawn-out message that is nicely telling you that you were not selected; just bear this in mind when you apply for different positions moving forward.
