1: It's mostly accessible, many access their pi's through another computer via an ssh client, though there are ways of adding Orca TTS support for the raspberry pi's terminal and desktop environments. Check out the [raspberryvi] website for some help with that, there's also the [blind arduino blog] that has some other stuff, if you dig into the smith-kettlewell stuff there's also some soldering guides for the blind.
2: As much as any other computer is.
3: Yes. You'll need a microSD card, but you can plug it into your computer with a microSD thumbdrive and format it, or do any pre-setup. There's a guide [here] on how to setup the SD card before plugging it into your raspberry pi to pre-enable ssh and wifi access.
