@hadi.gsf: When the game says for you to charge, it means for you to hold a directional button for about 2 seconds, before releacing it forwards.
Like, with the character Guile, charge back for 2 seconds, then go straight forwards, and then Low punch, medium punch, or, high punch. That move is the sonic boom.
Then, for Guile's flash kick, it's Charge down for 2 seconds, then go straight up, with any kick.
