This issue also occures on the PC, some media applications working in the background do have a way too low volume. This is very strange. On the one hand it slows down the volume when you currently listen to music so you can speak to the person with no problems which is sometimes very confortable, on the other hand it doesn't let you raise the volume again, as far as I know.
