It is, but you have created two topics asking the same question. Just because there are two of them does not mean that you'll get an answer faster.
Also, why exactly do you want to use the inspector tool? What does it offer to you that viewing the source doesn't? If you haven't tried this yet, pressing shift f12 will pull up a menu of developer options related to a webpage. Perhaps that would help?
If your NVDA blocks the key from going through, press the nvda modifier key and f2. You should hear "pass next key through". Now press shift f12 and you should be good to go.
I should mention that the same key combination closes the window.
