@Mastodont The developers looked at the save file I sent you and think it should work fine. The bug you're experiencing did use to be a thing, but has since been fixed. So generally, when people are having trouble with it, it's either because they downloaded the game in the first 6 hours after the releases of EP 2 and 3 and then didn't update it, or because they ... got it without paying.
So ... here comes the hard part.
I'm not accusing you of anything just yet. There's always a possibility that this bug isn't as fixed as it's supposed to be. But ... you did buy the game, yes? Nobody's gonna report you for pirating or anything if you say no; we just won't be able to help you.
